Shopian, January 15: Deputy Commissioner (DC) Shopian, Shishir Gupta on Wednesday chaired a comprehensive review meeting to assess the implementation, achievements and challenges of the National Rural Livelihoods Mission (NRLM) in the district, with a strong emphasis on strengthening self-help institutions and expanding livelihood opportunities for rural households.
During the meeting, the DC undertook a detailed review of NRLM interventions across all Community Development (CD) Blocks of the district. He laid special focus on the institutional strengthening of Self Help Groups (SHGs), livelihood promotion initiatives, credit linkages, capacity-building programmes and convergence with allied line departments to maximise benefits for beneficiaries.
The District Programme Manager (DPM), NRLM, presented a detailed performance overview through a comprehensive presentation, highlighting the overall progress of the mission in Shopian district. The presentation covered key indicators including SHG formation, financial inclusion, livelihood activities and emerging success stories under the programme.
Seeking a more granular understanding of ground-level implementation, the DC called for a block-wise assessment of bank linkage progress, status of credit flow to SHGs, physical achievements, identification of potential Lakhpati Didis, establishment of Agri-Nutri Gardens and formation of Producer Groups. He directed concerned officers to bridge gaps in capitalisation and ensure timely and adequate credit flow to all eligible SHGs.
While reviewing the progress achieved under non-farm livelihood enterprises, including service-oriented ventures promoted through SHGs, the Deputy Commissioner stressed the need for sustained handholding, mentoring and market linkage support. He noted that such support is critical to ensure the long-term viability and scalability of emerging rural enterprises.
The DC also took note of pendency issues at various banks and directed bank authorities to resolve these cases on priority to avoid delays in financial assistance. Emphasising the importance of livelihood diversification in both farm and non-farm sectors, he called for scaling up income-generating activities to enhance household incomes and ensure sustainable livelihood generation.
Highlighting convergence as a key driver of success, the DC urged a more coordinated and integrated approach among line departments. He directed NRLM functionaries to work in close liaison with banks and departments to ensure timely achievement of targets and socio-economic empowerment of rural households in Shopian district.
The meeting was attended by the General Manager, District Industries Centre (DIC), Lead District Manager (LDM), Chief Agriculture Officer (CAO), Chief Horticulture Officer (CHO) and representatives from other concerned departments.
